As other already told runepanel doesn't work underwater.
So thank you everyone, after many ties i'v solved with an item.

I think I just randomly found something!!! When I have items with the aquatic trait in both hands, the runepanel component is usable underwater! Can you confirm you get the same behavior?

Also....

It seems Underwater, you just need to have - Any Item - with the Aquatic trait in your offhand, for a Runepanel to let you Cast

Also champion:attack(slot, true) works regardless of the Weapon having the Aquatic trait
