I answered my own question.
In the display settings, I had something that was overriding the application settings. It wasn't causing any problems in other games but this one yes..

Hi, I have everything on high (texture, etc.) My resolution is 1600x900. With my mobile ATI 5650 card (1gb Ram) every button, etc, is fuzzy.
